Laguna Hills is where my office is, on Verdugo Drive, so I know it well. The city incorporated on December 20, 1991, on land that was once part of the Moulton Ranch, which was used for sheep and cattle until it was subdivided in the 1960s.
What I like most about Laguna Hills is its location. You’re close to the beach, close to Irvine, and right on I-5, but the neighborhoods still feel calm. It’s a smaller city, so it’s easy to get to know.
Neighborhoods
The city ranges from 1970s and 1980s homes and condos to the equestrian community of Nellie Gail Ranch, with its larger lots and riding trails.
What’s changing
The former Laguna Hills Mall closed in 2018 and is being redeveloped into Five Lagunas, a mixed-use project. The Laguna Hills Civic Center and community center are nearby.
Getting around
I-5 runs along the city’s eastern edge with five interchanges: Oso Parkway, La Paz Road, Alicia Parkway, El Toro Road, and Lake Forest Drive. The 73 toll road passes through as well, which makes the coast and the 405 easy to reach.
Schools
Saddleback Valley Unified serves Laguna Hills. Elementary schools include Lomarena, San Joaquin, and Valencia. Middle schoolers attend La Paz or Los Alisos Intermediate in Mission Viejo, and Laguna Hills High School is in town.

You’ll find single-story and two-story homes from the 1970s and 1980s, condos and townhomes, and larger custom and equestrian properties in Nellie Gail Ranch.
HOA situations vary a lot here. Some neighborhoods have none, condo communities do, and Nellie Gail Ranch has its own association. We’ll look at dues and rules before you decide.
A few tips from me.
- Older homes can be great value. Budget for inspections of roofs, plumbing, and electrical.
- If you want horses or a bigger lot, ask me about Nellie Gail Ranch.
- Keep an eye on the Five Lagunas redevelopment and how it may change the area around El Toro Road.
